김용원, 이충상 인권위 상임위원의 고 윤일병 유가족 수사의뢰 등에 관한 군인권센터 입장문

□ 2023. 11. 3. 국가인권위원회 상임위원 김용원, 이충상이 故윤 일병 유가족 등 군 사망 사건 유가족 10여 명과 군인권센터 활동가들을 서울지방경찰청에 감금죄 등으로 수사의뢰하고 언론사에 보도자료까지 배포하는 황당한 행태를 보였습니다.

□ 김용원, 이충상 두 사람의 주장은 거짓말입니다.

□ 2023. 10. 18. 윤 일병 유가족 등은 김용원 상임위원이 윤 일병 사망 관련 진정 사건을 보복성으로 각하한 데 대해 인권위 앞에서 항의 기자회견을 진행한 뒤 국가인권위원회 위원장 면담을 요청하기 위해 인권위 건물 15층으로 올라갔습니다.

□ 유가족들은 15층 복도에서 위원장 면담을 요구하며 약 1시간 동안 대기하다가 위원회 측의 안내에 따라 15층 접견실로 이동하여 위원장과 1시간 가량 면담을 진행하였습니다.

□ 유가족들은 복도에서 면담을 요구하다 위원장과 면담을 진행했을 뿐이고, 인권위 관계자들에게 폭력을 행사하거나 직무 수행을 방해하거나, 사무공간을 점거하거나, 기물을 파손한 바가 없습니다. 인권위 15층에는 복도가 있고, 복도를 따라 위원장실, 상임위원실, 접견실이 각각의 별개의 시건장치가 달린 공간으로 따로 존재합니다.

□ 따라서 15층 상임위원실 ‘내부’에 불법적으로 침입하고 장시간 난동을 계속하고, 상임위원을 감금했다는 주장은 완벽한 거짓말입니다. 유가족들은 위원장을 만나러 온 것이기 때문에 상임위원실 내부에는 한 발짝도 들어간 적이 없고, 상임위원들을 가둔 적도 없습니다. 심지어 이충상 씨는 점심을 먹으러 밖에 나갔다 오기까지 하였습니다.

□ 인권위 직원이 비상 출입문을 열어줘 공모했다는 말, 유가족 등 관련자들이 CCTV영상 등을 증거인멸할 우려가 있다는 말은 무슨 소리인지 이해도 잘 가지 않는 주장입니다.

□ 진정 사건으로 보복한 탓에 위원장을 만나러 온 유가족들을 볼 낯이 없어 방을 나오지 않아놓고 감금당한 피해자 행세를 하며 유가족을 상대로 전쟁을 벌이는 김용원 씨와 이에 편승하는 이충상 씨가 인권위의 보도자료 양식을 빌어 허위사실을 유포한 데 대한 추후 대응 방안은 검토 후 알려드리도록 하겠습니다.

Posture on the Request for Investigation by Standing Commissioners Kim Yongwon and Lee Chungsang of the NHRCK against the Bereaved Family Members of the Late PFC Yoon, et al.

n On 3 November 2023, the Standing Commissioners of the National Human Rights Commission of Korea (NHRCK), Kim Yongwon and Lee Chungsang, requested the Seoul Police Agency’s investigation against about ten bereaved family members of the soldiers who died during military service and the Center for Military Human Rights Korea (CMHRK) activists under the crime of confinement, etc., and preposterously distributed a press release to the media.

n Kim and Lee, the two persons’ arguments are lies.

n On 18 October 2023, the bereaved family members of the late PFC Yoon et al. held a press conference in front of the NHRCK, protesting Kim Yongwon’s retaliatory dismissal of the complaint concerning PFC Yoon’s death investigation, and went to the 15^th floor of the NHRCK building to ask for a meeting with the NHRCK Chairperson.

n The bereaved families waited for about an hour, demanding a meeting with the Chairperson in the hallway on the 15^th Floor, and met the Chairperson in the reception room, as escorted by the NHRCK officials.

n The bereaved families only had a meeting with the Chairperson after requesting it; nobody imposed violence on the authorities of the NHRCK, interrupted their official works, occupied the office area, or destroyed property. As well-known, there is a hallway on the 15th floor, and there are the Chairperson’s Room, Standing Commssioners’ individual rooms, and a reception room, all of which are equipped with separate ‘locks.’

n Thus, it is entirely false to say that (the bereaved families and the activists) illegally invaded the ‘inside’ of the standing commissioners’ rooms on the 15th, continuing on a rampage for a long time, and confined standing commissioners. The bereaved families neither stepped inside the standing commissioners’ rooms since they went to see the Chairperson nor confined them. Besides, Mr. Lee Chungsang went out to have lunch and came back.

n It is difficult to comprehend what it means by saying that an official of the NHRCK is connived with (us) by opening an emergency exit gate and that there is a possibility of destruction of evidence, including CCTV video footage.

n The CMHRK will make announcements later regarding future counter-steps against the distribution of falsehood in the form of the NHRCK’s press release by Mr. Kim Yongwon, who is waging war against the bereaved families, pretending to be a victim, and Mr. Lee Chungsang, who took advantage of Kim. At the same time, it was Mr. Kim who did not come outside, as he was ashamed of seeing the bereaved families due to his retaliation through the case of complaint.
